About the Ark-Tex Council of Governments (ATCOG)

The Ark-Tex Council of Governments (ATCOG) is a regional organization serving nine counties in northeast Texas and one in southwest Arkansas.

Established in 1969, ATCOG is a voluntary association of local governments and a political subdivision of the State of Texas. Its primary mission is to improve the quality of life in the region through the coordination of resources and services. While it doesn’t have the power to create laws or levy taxes, ATCOG plays a critical role in regional planning and development.

Why ATCOG Matters

ATCOG acts as a bridge between local governments, state and federal agencies, and private organizations. It helps its member communities tackle issues that require collaboration, like infrastructure planning, disaster readiness, and economic development. By pooling resources and expertise, ATCOG makes it easier for communities to achieve larger-scale improvements.

ATCOG also assists seniors and caregivers looking for aging services, business owners interested in economic development programs, area residents in need of public transportation, and many other state and federal programs.

How We're Structured

Board of Directors

ATCOG’s governing body is a Board of Directors composed of members elected or appointed by the membership.

An Executive Committee is empowered to conduct the affairs of the ATCOG Board of Directors between quarterly meetings of the Board. This committee is comprised largely of city and county elected officials who are nominated and selected to provide direction on program implementation, budgets, contracts and general policies and procedures for managing the agency. Changes in policy require the approval of the full Board of Directors at its quarterly meetings.

The Executive Director directs the day-to-day operations of the agency and implements policy directives of the ATCOG Board of Directors. The Executive Director also assures that the policies are undertaken in an efficient and timely manner.

*Texas is divided into 24 regions, each served by a voluntary organization of local governmental entities that coordinate programs and services to address needs that cross jurisdictional boundaries. ATCOG services Region 5. Our programs are available in the Texas counties we service. Because of our unique location with Texarkana, TX and Texarkana, AR, a few of our programs are available to residents of Miller County, AR. Please check each individual program page to ensure ATCOG is your service provider in Miller County, AR.

Public Information Request

The Texas Public Information Act gives the public the right to request access to government information.

MAKING A REQUEST
The Act is triggered when a person submits a written request to a governmental body. The request must ask for records or information already in existence. The Act does not require a governmental body to create new information, to do legal research, or to answer questions. In preparing a request, a person may want to ask the governmental body what information is available. You may request public information online by completing our form, via email, via postal mail, via fax, or by dropping off the request at our office during normal business hours (Monday-Friday 8 a.m. to 12 p.m. and 1 p.m. to 5 p.m.).

ATCOG has 10 business days to respond to the request (day one is the first business day following the receipt of the request).
