Are high energy bills straining your budget? The Ark-Tex Council of Governments can help! Our Weatherization Program is here to make your home more energy-efficient and lower your utility costs—all at no cost to you if you qualify.

We partner with experts to assess homes, identify opportunities for improvement, and implement upgrades like attic insulation, duct sealing, and air sealing. These upgrades can make your home more comfortable while saving energy year-round.

Eligible Activities

Weatherization measures to be installed must meet specific energy-savings goals. Weatherization work consists of things like:

  • Caulking
  • Duct work
  • Weather-stripping
  • Adding ceiling, wall, and floor insulation
  • Patching holes in the building envelope
  • Tune-up, repair or replacement of energy inefficient heating and cooling systems.
Do You Qualify?

Here’s what it takes to participate in our Weatherization Program:

  • Home Type: You must own or rent your home (mobile homes are not eligible).
  • Income Requirements: Your household income must meet certain guidelines, as outlined by the Texas Administrative Code for Energy Assistance Programs.
  • Energy Audit: Your home must pass an energy audit to confirm weatherization services are necessary. The audit identifies the energy efficiency of your home, including where air leaks may be occurring, inefficient appliances, etc…

Home Weatherization Tips to Save Energy and Money

Looking for ways to cut down on your energy bills and make your home more comfortable year-round? Weatherizing your home is an excellent solution! From simple DIY fixes to long-term energy-saving upgrades, these tips can help you create a more energy-efficient home.

1. Seal Up Windows and Doors

  • Install storm windows or apply caulking and sealant to reduce drafts and keep indoor temperatures steady
  • Close drapes or blinds and lock windows to create a tighter seal against outdoor air
  • Add weather-stripping around the edges of exterior doors to block unwanted airflow

2. Improve Insulation

  • Add insulation to your attic, walls, and floors to maintain consistent indoor temperatures and reduce heating and cooling costs
  • Wrap your water heater in an insulation blanket and insulate your water pipes to minimize heat loss

3. Optimize Heating and Cooling Systems

  • Replace HVAC filters monthly to ensure proper airflow and system efficiency.
  • Adjust ceiling fans:
    • Winter: Set to spin clockwise (moving air downward)
    • Summer: Set to spin counterclockwise (pulling air upward)
  • Adjust your thermostat slightly lower in the winter and higher in the summer, especially when you’re sleeping or away

4. Enhance Water Efficiency

  • Install low-flow toilets, showerheads, and faucet aerators to conserve water
  • Use **conservation showerheads to reduce hot water waste
  • Set your water heater to 120°F —a safe and energy-efficient temperature

5. Address Fireplaces and Chimneys

  • Add glass doors to fireplaces or close the damper when not in use to prevent heat loss
  • Consider installing dampers to regulate airflow

6. Upgrade to Energy-Efficient Appliances

  • Look for Energy Star-certified appliances when replacing old models
