Regional & Economic Development Programs

ATCOG’s development programs include the Ark-Tex Regional Development Company (ATRDC) and the North East Texas Economic Development District (NETEDD). Together, they allow ATCOG to drive sustainable growth across northeast Texas. Through innovative programs like SBA 504 loans, revolving loan funds, and grant support, ATRDC and NETEDD empower local governments and businesses to tackle infrastructure projects, enhance economic resilience, and foster vibrant communities.

The North East Texas Economic Development District (NETEDD) is the Economic Development District (EDD) for the region as designated by the U.S. Economic Development Administration (EDA). In this role, NETEDD works with partners to provide support and develop projects to obtain grant funding.

NETEDD also creates and maintains the Comprehensive Economic Development Strategy (CEDS) as required by the EDA. The CEDS is developed by utilizing a regional planning process that results in a five-year strategic plan for regional economic development. The strategy is then used to develop, qualify, and prioritize projects that are eligible for EDA funding.

The Ark-Tex Regional Development Company (ATRDC) supports businesses in Texas and Miller County, Arkansas, by offering financing through the SBA 504 Loan Program.

Specializing in small business development, ATRDC helps business owners access long-term, fixed-rate funding for growth, equipment, and property acquisition. The organization also addresses regional funding gaps with low-interest loans to promote economic development and job creation. 

Additionally, the Economic Development department staff administers seven Revolving Loan Fund programs (RLFs).
